Microsoft Azure has become the cloud of choice for companies already embedded in the Microsoft ecosystem (Microsoft 365, Teams, Entra IS, SQL Server). Its native integration with Microsoft tools, its identity management via Entra ID (formerly Azure Active Directory), and its hybrid cloud offering make it the dominant choice for large European companies and government agencies.

Google Cloud Platform (GCP) is Google's native cloud, built on the same data centers and infrastructure as Google services (Search, Maps, YouTube). It stands out for its AI and machine learning capabilities and its open-source approach with Kubernetes, which it helped create.

S3NS is a joint venture between Thales and Google Cloud. Its PREMI3NS offering is SecNumCloud certified by ANSSI: it is currently the only offering backed by one of the three hyperscalers to have this certification in France.

Bleu, a joint venture between Orange and Capgemini, offers services in France based on Microsoft Azure and Microsoft 365. It is currently engaged in the SecNumCloud 3.2 qualification process: qualification has not yet been achieved.

AWS does not currently offer a SecNumCloud-qualified sovereign cloud in France. However, in January 2026, AWS launched its AWS European Sovereign Cloud, the first region of which is located in Brandenburg, Germany, with European governance and staff.

Data sovereignty and the Cloud Act: what French organizations need to know

The US Cloud Act (Clarifying Lawful Overseas Use of Data Act) requires American companies, including Microsoft, Amazon, and Google, to hand over data hosted on their infrastructure, including data stored in Europe, to US authorities upon simple judicial request. This law applies independently of the GDPR and the contractual commitments of cloud providers.

Sovereign solutions available in France

Bleu, a joint venture owned by Orange and Capgemini, offers Microsoft Azure and Microsoft 365-based services in France within a dedicated infrastructure, operated in France and protected against extraterritorial non-European laws. Its Azure offering is currently undergoing SecNumCloud 3.2 qualification with the French National Cybersecurity Agency (ANSSI), with a stated objective of obtaining it by the end of 2026.

S3NS, a Thales subsidiary leveraging Google Cloud technologies, offers PREMI3NS, a Trusted Cloud solution certified SecNumCloud 3.2 by the French National Cybersecurity Agency (ANSSI) since December 2025. The infrastructure is hosted in three data centers in France and operated by S3NS. The offering is also HDS certified and provides access to a wide range of IaaS, PaaS, and CaaS services from Google Cloud.

Since January 2026, AWS has offered the AWS European Sovereign Cloud, a cloud infrastructure separate and independent from traditional AWS regions. Its first region is located in Brandenburg, Germany, with infrastructure entirely located within the European Union and daily operations controlled by EU-based staff.

What this means in concrete terms for your organization

If you are processing health data, sensitive personal data, government data or strategic information, deployment on a qualified sovereign cloud is not an option but a regulatory obligation or a contractual requirement.

For other organizations, the Cloud Act risk should be assessed as part of your data protection strategy and your GDPR impact assessment (DPIA).

What is SecNumCloud and why is it important?
